Willoughby Spit is zoned within Norfolk Public Schools, but this corner of the city has seen real change to school assignments in recent years, and more is on the way. Willoughby's own elementary building has operated in recent years as an early childhood center rather than a full K-5 school, with older elementary grades shifted to Ocean View Elementary School as part of a division-wide facilities plan.
On top of that, Norfolk Public Schools approved a broader wave of school closures and boundary changes for coming school years as part of a facilities consolidation effort, which means assignments for this area can shift again.
